General Definition of Work

 

Performs difficult paraprofessional, administrative and technical duties. Performs simple and complex data entry using both raw and processed data in support of day-to-day operations. Performs simple and complex data analysis and reporting using both operational and finance data. Validates simple and complex raw and processed data. Leverages the use of operational and financial data analysis to resolve complex utility problems, investigations and/or general inquiries. Leverages data analytics from a variety of complex utility data sources. Performs as a liaison between the utility and finance department. Responds to a variety of internal and external surveys and/or data requests.    Work is performed under the general supervision of the Utility Business Operations Manager. Regular, reliable attendance is an essential function of this position.

 

Essential Functions/Typical Tasks

 

Supports customer service key account services and relationships. Supports customer service energy auditing and management services. Performs both simple and complex data entry, processing, analysis, validation, estimating, editing and reporting. Leverages data analytics to resolve simple and complex utility problems. Develops and maintains a variety of simple and complex utility data queries and reports.

  • Demonstrates a complete understanding of complex utility rate structures and schedules. 

  • Demonstrates a complete understanding of utility raw data collection, processing, validation, estimating and editing. 

  • Demonstrates a proficiency with utility applications not limited to customer information, payments, billing, meter, and financial systems.

  • Coordinates with various offices/operations within Public Utilities Department as well as other Departments of the City. 

  • Manages key projects as determined by the Utility Business Operations Manager.

  • Stays current on all applicable technical knowledge, trends, and best practices of municipal utilities by researching, collaborating with other municipal utilities, and attending educational workshops.

  • Performs complex data analysis and research, as related to utility operations; draws accurate conclusions and reports.

  • Performs complex data analysis and reporting, as related to customer billing, utility, and financial system information; draws accurate conclusions and reports.

  • Assist customer service and external customers to help them understand complex data analysis and billing matters. 

  • Develops, prepares, and maintains department operational and financial reports; performs analysis.  

  • May train users in operating systems, applications programs, utilities operation; assist users in applying computer training to work environment; create technical documents and computer training for end-users.

  • Assists with budget preparations, administration, and reporting.

  • Performs as the primary liaison between utility operations and the finance department.

  • Responds to internal and external data surveys and requests for data. 

  • Manages, administers, and performs complex metering and billing processes, procedures, data validation and analysis. 

  • Performs special projects as assigned.

  • Maintains on-call status during hurricanes, ice storms and other emergencies as required.

  • Performs related tasks as required.

 

 

Knowledge, Skills and Abilities

 

Thorough knowledge of methods and practices of operations, procedures and regulations applicable to utility department. Principles and techniques of training including training needs assessment techniques. Disaster planning and recovery methods. Communicate effectively orally and in written format in a variety of situations and formats and make group presentations. Exercise analytical skills in providing fact-based details to support ideas, recommendations, and analysis. Reason logically, use a variety of techniques to resolve problems, manage time and resources, concurrently handle multiple assignments, and work under strict deadlines. Coordinate and facilitate work with others and train and guide others. Apply technical knowledge to solve problems with systems of assigned operations department. Ability to communicate effectively both orally and in writing; and ability to establish and maintain effective working relationships with City officials, associates and the general public.

 

Requirements

 

Education and Experience:
Any combination of education and experience equivalent to graduation from a four year accredited university or college with major course work in business administration, electrical engineering technology, business analytics, or related field and extensive involvement with general public and in utility energy related fields.


 

Special Requirements:
Possession of an appropriate driver's license valid in the State of North Carolina.
