General Definition of Work

 

This position performs complex transportation planning tasks required by federal and state legislation governing the Metropolitan Planning Organization. Work is performed under the Metropolitan Planning Organization Administrator.

 

 

Essential Functions/Typical Tasks

 

Under the direction of the MPO Administrator.  The MPO Planner will assist the MPO Administrator in the implementation of federal and state regulations that pertain to the core function of the Transportation Planning agency, including, but not limited to:

  • Interprets and applies federal, state, and local regulations, codes and ordinances relating to transportation planning and programming

  • Review site plans, preliminary and final plats for minor and major subdivisions for compliance and implementation with applicable federal, state, and local regulations, codes and ordinances and related transportation plans 

  • Receives, responds, and resolves questions regarding transportation and land use from engineers, contractors, other departments, and the general public

  • Coordinates and reviews traffic impact analysis for proposed development projects

  • Develops and participates in short and long range studies concerning the planning of transportation facilities and services and their impact on the study area’s transportation network, land use, and economic development

  • Assists in the analysis and development of the annual Unified Planning Work Program (UPWP), Metropolitan Transportation Improvement Program (MTIP) and Metropolitan Transportation Plan (MTP)

  • Writes and presents formal and technical reports, working papers, and correspondence

  • Acts as liaison between community groups, government agencies, developers, elected officials and the MPO committees 

  • Assists in researching, preparing and managing grant applications and programs 

  • Performs related tasks as required

 

 

Knowledge, Skills and Abilities

 

Some knowledge of principles and practices of all aspects of planning with an emphasis on transportation and/or regional planning; some knowledge, skills and abilities in principles, practices and techniques of transportation/land use planning, sustainable development and smart growth principles and familiarity with GIS; knowledge of principles, methodology practices of research and data collection; knowledge of or experience in transportation relevant Federal Programs; ability to communicate both orally and in written form; skill in the use of a variety of office equipment and personal computer; ability to establish and maintain effective working relationships with associates and the general public.

 

Requirements

 

Education and Experience

Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in planning, geography or related field.

Special Requirements

Possession of appropriate driver’s license valid in the State of North Carolina.
