General Definition of Work

 

Performs difficult paraprofessional, administrative and technical duties. Ensures reliable and efficient operations by functioning as a business analyst and project coordinator. This position will review, analyze, and interpret complex data and test the validity of the data to ensure accuracy between various software applications; identify processes to increase efficiency and strengthen business practices; and manage and coordinate projects across other departments and divisions. Work is performed under the general supervision of the Director of Finance. Regular, reliable attendance is an essential function of this position.
 

 

Essential Functions/Typical Tasks

 

Enhance financial operations, procedures, and systems thru the use of data analytics Research, evaluate, and identify solutions to complex problems related to data sync between reporting systems.  Reconciliation of ledgers, develop and prepare routine financial reports. Work collaboratively with internal staff and departments on various projects.

  • Assists in compliance with financial administrative regulations, state statutes, governmental accounting standards and generally   accepted accounting principles.

  • Reviews and reconciles data sync between utilities and financial software systems. Ensure data is accurate and resolve issues.

  • Prepares accurate monthly, quarterly, and annual financial reports timely.

  • Provides assistance and acts as a liaison between the utility departments and Finance. 

  • Manages various project funds and maintain ledgers, prepare reimbursement requests, and monitor project budgets.

  • Prepares, analyzes, and addresses a wide variety of highly technical accounting transactions and processes.

  • Stays current on all applicable technical knowledge, trends, and best practices of municipal utilities by researching, contacting municipal utilities, and attending educational workshops.

  • Provides information and assistance to department staff on business process improvements to strengthen internal controls and improve efficiencies.

  • Performs data analysis and research, draws accurate conclusions and appropriately documents.

  • May train users in applications programs; assist users in applying computer training to work environment; creates technical documents and computer training for end-users.

  • Analyzes problems and designs technical solutions to specific departmental needs including spreadsheets, word processors, database, presentation graphics, and communications protocols.

  • Prepares and processes journal entries. 

  • Provides administrative support to the Director of Finance approximately 25 % of the time. Assists with research, drafts correspondences, prepares forms and documents as needed, provides assistance with maintaining updated policies and procedures for the department.  

  • Performs related tasks as required.


 

 

Knowledge, Skills and Abilities

 

Thorough knowledge of the theory, principles, methods and practices of accounting; knowledge of the laws, ordinances and regulations governing municipal financial matters; knowledge of public utility accounting, internal controls and auditing methods; thorough knowledge of payroll, accounts payable and accounts receivable functions; general knowledge of budgetary accounting and reporting systems; ability to prepare complex financial reports; ability to define problems, collect data, establish facts and draw valid conclusions; ability to plan, organize and perform work independently; ability to communicate effectively orally and in writing; ability work as a contributing member within a team environment; ability to establish and maintain effective working relationships with associates and the general public.

 

Requirements

Education and Experience:

Any combination of education and experience equivalent to graduation from an accredited community college with major course work in accounting or related field and considerable experience in general accounting.

Special Requirements:

Possession of an appropriate driver's license valid in the State of North Carolina
