General Definition of Work

 

This position is a special projects planner.  Performs difficult professional, technical, and administrative work planning, organizing, and coordinating economic development efforts; managing grants and related projects; and  assisting with processing and presenting applications for the Board of Adjustment and Planning and Zoning Board.  Does related work as required.  Work is performed under the general supervision of the Assistant Director of Development Services.

 

Essential Functions/Typical Tasks

 

Organizing, directing, and managing economic development initiatives; coordinating work with the Assistant Director of Development Services; maintaining records and files; preparing reports for various boards.

  • Leads the City’s economic development efforts and identifies and facilitates economic development planning in order to identify and facilitate economic development opportunities;   

  • Leads the department’s grant writing and grants management efforts;

  • Works closely with the Finance Department on grant reporting;

  • Works closely with the Public Works Department on implementation of grant projects; 

  • Pursues available grants and other financial programs;  

  • Assists local organizations, businesses, and individuals with establishing economic and community development projects;  

  • Works closely with the Executive Director of the Redevelopment Commission on implementation of their projects;

  • Researches and analyzes economic development issues including legislation, policies, annual reports, and correspondence and prepares responses to information requests;

  • Makes presentations to boards, civic organizations, neighborhood groups, consultants, and citizens;

  • Develops and implements land use, transportation, neighborhood, and other plans to guide and influence positive development of the City;

  • Assists with the processing of land use applications for the Board of Adjustment and the Planning and Zoning Boards; 

  • Performs related tasks as required.

 

Knowledge, Skills and Abilities

 

Comprehensive knowledge of land use laws; comprehensive knowledge of the principles, practices, laws, regulations and procedures of economic development; familiarity with state and federal grant application processes;  ability to analyze complex and technical reports; ability to develop and administer program policies, procedures, and guidelines;  ability to negotiate and resolve complex technical problems involving diverse and conflicting issues; ability to establish and maintain working relationship with property owners, building contractors, City officials, co-workers, community groups and the general public.  To be successful in this role requires excellent organization and written and oral communication skills.

 

Requirements

 

Education and Experience
Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in business, planning, economic development related field;  Five years of experience in planning, zoning,   economic development, and/or grants management is required.  AICP and CZO certification are preferred but not required.  

Special Requirements
Possession of an appropriate driver's license valid in the State of North Carolina.
