Occupational Summary
The STARBASE Program Director is responsible for overseeing the administration and operations of the Department of Defense (DoD) STARBASE program. This position provides leadership and direction for work efforts to develop and implement programs, policies, responsibilities, and procedures for executing a math, science, and technology education improvement program for elementary age students by exposing them to the technological environment and positive role models found on military installation.
NOTE: The STARBASE Program is funded by the Department of Defense. Annual appointments are subject to annual reauthorization of federal funds. Continued appointments are contingent upon the availability of funding.Essential Duties & Responsibilities
Develops, implements, monitors and administers all aspects of the STARBASE Cherry Point program
- Oversees day-to-day operations of the STARBASE program
- Ensures delivery of the approved STARBASE curriculum to the students
- Researches and implements curriculum modifications as approved by DoD STARBASE
- Schedules classes including students, teachers and other activities as appropriate
- Ensures delivery methods are consistent with program intent
- Completes annual plans, including budget projections, for all STARBASE operations
- Coordinates with school district administrators on all issues
- Develops and implements policies and procedures involved in program administration
- Assesses program success and student performance based on feedback from teachers and students, test score results and evaluation surveys
- Completes all reports and requests for information as required/requested by DoD and other entities
- Interacts with and supports pre-teens and parents involved with and/or participating in STARBASE programs
Coordinates and oversees the management of program resources and funds
- Oversees/develops budget preparation, execution and administration
- Authorizes purchase of supplies, equipment, services and contracts
- Reviews and approves invoices for all school district invoices and all DoD STARBASE billings
- Oversees the processing and tracking of documentation and invoices for the status of funds to provide budget reports
Manages program administrative staff
- Provides leadership, guidance and direction to staff to ensure that program needs are met in a timely manner and resources are appropriately allocated
- Analyzes program feedback and evaluations and directs necessary changes in polices and procedures
- Oversees classroom instruction and implementation of the STARBASE Program in compliance with DoD STARBASE Instructions
- Supports the professional development of staff by providing instruction, training, direction, schedule development, productivity monitoring and performance feedback
- Ensures accurate and timely time reporting and payroll document submissions
- Trains new teachers and volunteers involved in program instruction
Serves as liaison with State/Federal Government, business and industry, educational organizations and the community at large
- Maintains a strong working relationship with program staff, including teachers, administrative assistants contract employees, volunteers and military personnel assigned to additional duties in support of STARBASE
- Conducts and oversees outreach activities with the local communities and school districts to promote the STARBASE program and student participation
- Develops partnerships with government, business and industry, foundations, non-profits, and civic organizations for further resource development for program development
- Establishes productive partnerships and communication links with other STARBASE sites across the country
Minimum Qualifications
Bachelor’s degree in education or a STEM field from a regionally accredited institution of higher learning.
Five (5) years’ classroom experience in education.
Ability to pass security and background checks required by DoDI 1402.05.
Ability to obtain/maintain base access for MCAS Cherry Point.
